First, duplicate the layer by right clicking on the layer and clicking duplicate.
Now on your duplicated layer, go to : Effects > Photo Effects > Black and White Film.
After that, change the layer settings to Soft Light.
Now you should have this :
Duplicate this layer again. Now you should have 3 layers.
On your newest duplicated layer, go to Effects > Artistic Effects > Posterize. Choose the following settings :
Set the layer settings to Multiply.
And there! You're done! Here's the finished effect :
